Staff Biographies
Carolyn W. Baldwin

Ms. Baldwin has practiced law in New Hampshire for more than 30 years. She is recognized for her focus on local land use law, state environmental regulation, historic preservation and general land use and environmental issues. She has represented clients before local land use boards throughout the State and has appeared before the New Hampshire Superior and Supreme Courts. As "Of Counsel" to the firm, Attorney Baldwin is available to consult on appropriate issues to undertake representation as may be necessary in particular cases. She has served on land use boards in her home town of Gilmanton. Attorney Baldwin sat with the Board of the NH Main Street Center and served as Chair. She now sits on the Board of Five Rivers Conservation Trust.
Jed Z. Callen

Mr. Callen has practiced land use and environmental law for more than 30 years. He is a
member of the bars of New Hampshire, New Jersey, Pennsylvania, California, and the U.S.
District Court for the District of new Hampshire, and the U.S. Court of Appeals for the First
Circuit. He holds BA and MS degrees from Cornell University and a JD from the University
of California, Hastings. Mr. Callen represents clients before Planning and Zoning Boards,
State and Federal agencies, and State and Federal Courts. He frequently represents
individuals or groups of neighbors whose quality of life and properties are threatened by
proposals to site developments such as gravel pits, ATV parks, gas stations, cell towers,
mini-marts, industrial or commercial establishments, or residential subdivisions on
properties near them. He has also represented landowners and developers who seek a
quick and streamlined approval process for their legally compliant development proposals.
He is particularly interested in working with landowners committed to “green” development
of land. Mr. Callen has represented clients adversely affected by leaks or spills of gasoline,
heating oil, sewage, and hazardous substances, from sources such as gas stations, dry
cleaners, industrial sites, failed septic systems, and junkyards. He has also handled
matters involving the drafting of historic or conservation easements, land use permitting,
disputes over rights-of-way or boundaries, and timber trespass. Mr. Callen is a past Chair
of the Environmental Law Section of the NH Bar Association, a presenter at the NH Bar
Association’s Environmental and Natural Resources Law Seminar, a past President of and
counsel to the Piscataquog Watershed Association (a land Trust), an
elected School District Moderator in New boston and an elected Trustee of the Whipple Free Library. In his spare time he and his wife Carol Hess like
to kayak, hike, x-c ski and bike and sometimes do nothing at all.
Amy Manzelli

Ms. Manzelli is a member of Baldwin & Callen, PLLC. She brings to the firm an extraordinary depth and breadth of experience. Before joining the firm, she successfully served clients for over six years at one of New Hampshire's largest law firms. She guides green developers through all phases of projects, especially permitting of innovative and low-impact techniques. She also assists those who oppose or wish to obtain modifications to projects of others. Ms. Manzelli regularly advocates for clients' issues at the State House, with lawmakers and with officials of executive agencies. She uses her governmental relations skills to encourage passage, modification, or defeat of proposed laws.
Ms. Manzelli holds an advanced degree in environmental law and a juris doctor from one of the country's top environmental law schools, Vermont Law School. Ms. Manzelli excelled at the University of New Hampshire, where she earned her B.S. in Environmental Conservation (and her B.A. in Spanish). She is now a Distinguished Alumna of the School.
Ms. Manzelli appears regularly before all superior courts in New Hampshire, local land use boards, and several administrative agencies. Ms. Manzelli has filed briefs with the New Hampshire Supreme Court and practiced in the federal New Hampshire District Court.
Ms. Manzelli is extremely active in the environmental community in New Hampshire. SuperLawyers has rated her a Rising Star for the third year in a row. Governor Lynch recently appointed her as a Commissioner to the 15-member Water Sustainability Commission. The appointment follows over two years of service on the legislative (HB1295) Stormwater Commission, representing the New Hampshire Business and Industry Association, which honored her with an Above and Beyond Award for her service.
Ms. Manzelli makes her home in Pembroke, along with her husband, toddler, and two dogs. She enjoys family time, local food, gardening, edible landscapes, hiking, biking, cooking, and travel
Beverly J. N. Weatherbee

Beverly Weatherbee joined Baldwin & Callen as our able Office Manager in 2006. She has more
than 40 years experience in legal offices, including at major New Hampshire law firms and
government offices. A native of Concord, New Hampshire, she received her Associates Degree
in Business Science from New Hampshire College. Ms. Weatherbee manages all of the firm’s
operations and administrative needs.
